About this ranking

People aged under 65 living in households where the working-age members worked 20% or less of their combined work-time potential during the previous year, as a percentage of all people aged under 65. Working-age members are those aged 18 to 64, excluding students aged 18 to 24, people who are retired or receive a pension, and inactive people aged 60 to 64 in households whose main income is pensions.

One of the three components of the at risk of poverty or social exclusion rate, in the definition used since 2021 and back-calculated to 2015. From the EU statistics on income and living conditions (EU-SILC). Income refers to the previous calendar year in most countries. Eurostat flags series breaks; they are stored as status break.

Every value in the ranking comes from the same publisher and the same period, so the EU countries are compared on one definition. Equal values share a rank.
