Definition
The estimated number of new single-family houses for sale that are in the not-started stage at the end of the month. In permit-issuing areas, a permit has been issued but ground has not yet been broken.
Seasonally adjusted count of houses for sale at month-end, not houses sold during the month and not an annual rate. Census publishes estimates in thousands of houses and the source series is converted to individual houses. The three stages classify the for-sale inventory: not started, under construction, and completed. Preliminary monthly estimates may be revised.
