About this ranking

Average loss in US dollars that FEMA expects a US state or county to suffer each year from 18 natural hazards, adding building value, agriculture value and lives lost or injuries valued in dollars, from the National Risk Index. FEMA modelled it from historical hazard frequency, exposure and loss ratios.

A modelled estimate, not recorded losses. The December 2025 edition values buildings and agriculture in December 2024 dollars. The period is the year of the National Risk Index edition (the December 2025 edition is 2025), not a year of events. FEMA rebuilds the index with new data and methods in each edition, so values from different editions are not a time series. The index is meant for nationwide comparison and planning, not as a local risk assessment.

Every value in the ranking comes from the same publisher and the same period, so the counties are compared on one definition. Equal values share a rank.
