Definition
The annualized number of privately owned housing units in buildings with five or more units whose construction started during the month. A start occurs when excavation begins for the building's footings or foundation.
A start occurs when excavation begins for a building's footings or foundation. For a multifamily building, all its units count as started when that excavation begins. This is a flow of housing units, not construction permits. Monthly estimates are seasonally adjusted annual rates. The latest month is preliminary and earlier estimates may be revised. Historical values before August 1963 combine buildings with two to four units and buildings with five or more units; the five-or-more-unit series begins in August 1963 to avoid that mixed category.
