Units of the currency issued by the place that buy 1 euro: the monthly average of the euro foreign exchange reference rates the European Central Bank sets each working day. The United States carries US dollars per euro, Japan yen per euro.
A higher value means a weaker currency against the euro. Rates belong to the country that issues the currency; currencies shared by several countries are not included, and the euro area has no rate of its own here (see exchange_rate_per_usd for euros per US dollar). Rates of currencies replaced by the euro stop in the month before the country adopted it. The reference rates are set at 14:15 CET for information only and are not the rates of any transaction.
