Population aged 0 to 14 plus population aged 65 and over, divided by population aged 15 to 64, times 100, on 1 January (Eurostat).

Eurostat age bands. dependency_ratio (INE, Spain) splits the ages at 16, so values for Spanish places differ between the two.
